The Constitutional Affairs Secretary Lord Falconer has confirmed that the various measures that are currently being piloted across the UK for the enforcement of fines are to be brought into law early in 2005. As the temporary Regulations cease to have effect on 31 March 2005, the final Regulations are expected to apply from 1 April 2005.

In addition to the new Attachment of Earnings Orders, the other methods planned to encourage the prompt payment of fines are vehicle clamping, credit blacklisting, automatic increases to fines that are unpaid after a period.
