Average carbon emissions from new cars have fallen every year for the last decade, from an average of 192 grams per kilometre in 1994 to 170 in 2004. This has been achieved partly by innovation in car manufacturing, voluntary agreements between the EC and car manufacturers and government tax incentives to encourage the purchase of less polluting vehicles. The number of company car drivers getting free fuel for private use has fallen by around 600,000 since 1997, partly as a result of increases in the fuel scale charges.

The European Commission is currently consulting on new 'Euro V' emissions standards for cars and small vans to further reduce local air pollutants. The government has announced that it will consider the case for incentivising the take-up of vehicles meeting the new standards through company car tax and other means, ahead of the formal requirement to meet Euro V emissions standards.
