HMRC issues 20 million P2 PAYE notice of coding a year together with 10 million P3 explanatory leaflets. In response to customer research that showed that there was a lack of understanding of both the Notice itself and what makes up a tax code, HMRC began piloting a new design of form P2 in the South West of England in January 2004.

Evaluation of the results has now prompted HMRC to begin a staggered rollout of the new form to the rest of the country from 17 October 2005; with most of the rollout due to be completed by April 2006. The new P2 is a more personalised notice, incorporating only the details of the individual's tax code with the explanatory notes for their particular circumstances. The P3 leaflet has been discontinued.
