At the time of the 2004 Budget, it was announced that the Government had decided in principle to move the payment of Working Tax Credit by employers to direct payment by the Inland Revenue. In a consultation document issued at the time of the 2005 Budget and the subsequent Notes for Software Developers, the Inland Revenue announced that the payment of tax credits will be moved away from employers between November 2005 and April 2006.

The change will be preceded by consultation with employer representatives and employees who receive tax credits through the payroll will be informed of the change by the Inland Revenue and by each employer.
