Prevailing Wages - Federal contractors may pay lower rates in Katrina disaster area

On September 10, Reuters published an article on US government steps to ease the Katrina crisis and, among the measures announced, was the following:

Bush has issued an executive order allowing federal contractors rebuilding in the aftermath of Katrina to pay below the prevailing wage. In a notice to Congress, Bush said the hurricane had caused "a national emergency" that permits him to act under the 1931 Davis-Bacon Act.

A the time of writing, no information about this executive order has appeared on the White House or Department of Labor websites.
