The Manitoba government is asking employers, employees and other interested parties to comment on the Employment Standards Code to determine how it should be modernized to reflect changes to today's economy and labor force. Subjects explored in the Discussion Guide are hours of work and overtime, the inclusion of agricultural workers, termination notice, statutory holiday pay for part-time workers, wage deductions, the employment of children and unpaid leaves and work-life balance.

Written submissions are invited, with a deadline of January 16, 2006. A number of public meetings are to be held during December.

On November 14, the Government tabled a detailed Notice of Ways and Means Motion in the House of Commons to implement:

  • a $500 increase in the basic personal amount - the amount of income that all Canadians can earn without paying federal income tax.

  • a reduction of the lowest personal income tax rate from 16% to 15%.

Both of these measures are proposed to take effect as of January 1, 2005, and will provide individual taxpayers with immediate personal income tax relief of up to $325 this year.

The $500 increase in the basic personal credit is obtained by bringing forward $600 of the increases that are intended to be added to the basic personal credit, the spouse of common-law partner credit and the wholly dependent relative credit in the years 2008 and 2009 in order to increase them above indexation. The other $100 will be added to the planned increase to the basic personal credit for 2006.
