Pakistan: Clarification regarding deposit of tax

A press release was issued by the Central Board of Revenue (CBR) on 25 March 2007 stating that, effective 1st April 2007, Tax Deposit Challans will not be accepted by the State Bank of Pakistan/National Bank of Pakistan without quoting a valid National Tax Number (NTN) or Computerized National Identity Card (CNIC) number. After this press release, CBR received representations from various withholding agents intimating their difficulties to fully implement the system on account of non-availability of NTN or CNIC of a large number of their "payees".
The CBR has considered the matter and has clarified that:
- for deposit of tax by individual/AOP/corporate taxpayers (limited companies) through single Challans, it would be mandatory to quote an NTN or CNIC.
- in the cases where tax deducted under various provisions of the Income Tax Ordinance, 2001 from the multiple taxpayers is deposited by withholding agents, Tax Payment Challans will be acceptable without a CNIC or NTN provided further tax @ 2%, chargeable under 8(A) of Section 153 of the Income Tax Ordinance, 2001 is also deposited along with the Challan.
It is also clarified that further tax @ 2% chargeable under the aforementioned statutory provision of law prevails over the administrative instructions.
