Nottingham, 30th October 2008 – International specialty chemicals company, Innospec, has signed a five year outsourced payroll contract with MidlandHR. The payroll and HR specialist software provider will assume responsibility of the twice-monthly payroll for Innospec’s 370 strong staff across three UK locations.

The third in a series of surveys conducted by the Chartered Institute of Personnel and Development has found that employees favoured method of learning is not being matched to the type of training that they receive. The 2008 Who Learns at Work? report highlights that ‘being shown how to do things and practising them’ is overwhelmingly considered the best method of learning, with 46% citing this as preferred. This preference was also the finding of the two previous reports undertaken in 2005 and 2002. Despite this clear indicator on learning preferences, classroom training is still the most common form of work related training, followed by training on-the-job or at the desk.

In June 2008, the Treasury and Resources Department put forward proposals to change income tax law to require the taxation of benefits-in-kind through the Employees’ Tax Instalment (ETI) Scheme from 1 January 2009. Benefits taxed in this way would also be liable for social security contributions.

In response to concerns raised by payroll software developers about the font sizes specified for the A4-size plain-paper P45 that comes into use from the end of October, HMRC has published a revised detailed specification for the benefit of payroll software developers. There is no change to the layout of the form, only a relaxation to the font sizes that may be used. A further revision to the specification is also being prepared to make the plain-paper P45 identical in all respects with the pre-printed versions. As a result of these revisions, some payroll systems will not be ready to provide the facility for employers to print out their own P45s until December or later.

On 15 October, the European Commission adopted a proposal to modify the Directive on working time in road transport. The new proposal aims to ensure that the existing working time rules apply to all employed professional drivers, including “false self-employed workers”.

In September 2008, changes were made by Regulations to the definition of “qualifying child care” for the purposes of the limited tax exemption for employer-contracted child care and the provision of childcare vouchers. For the tax exemption to apply, it is critical that the child care contracted by employers or for which childcare vouchers may be used meets the definition of “qualifying child care”.

The States Income Tax department has published a new version of An Employers Guide to the Employees’ Tax Instalment Scheme. The ETI Scheme is Guernsey’s equivalent of the UK’s PAYE scheme for the collection of income tax in employment.
