There seemed to be an endless supply of news this week, in fact we have carried some items forward to next week! Three totally unexpected items are the relaxation in the P46(Car) reporting requirement, the rewrite of the student loan repayment Regulations – although nothing startling for payrollers to worry about – and the very late approval by the Scottish Parliament of changes to the calculation of Scottish court orders – otherwise know in the Scottish legal system as “arrestments” or “diligence against earnings”.

Scottish court orders are not just the concern of Scottish employers – employers all over the UK have employees in Scotland and may, as a result, be required to make the necessary payroll deductions. The calculation changes come too late for developers to update their payroll systems by 6 April but at least there is only an immediate requirement to apply the changes to newly issued arrestments.

The Employer FAQ is completely new this week and explains how to make sure that the conditions are met for the tax exemption for cycles and cycling safety equipment – a popular salary sacrifice arrangement.
