IPP Lobby HMRC to Introduce Electronic P60s

The Institute of Payroll Professionals (IPP) is lobbying HMRC on behalf of its members to permit P60s to be issued electronically to employees.

Their actions come following research, recently conducted amongst its members, in which 90% of respondents voted in favour of a change in legislation to allow P60s to be sent out in an electronic format.

Less than 10% of respondents did not wish changes to be made to the legislation.

On the back of the results from the survey, the IPP will continue to lobby HMRC to request the regulations to be changed, or for the policy advisors to interpret the PAYE regulations as permitting electronic copies.

Karen Thomson, Associate Director of Policy, Research and Strategic Visibility, at the IPP says: “As many of the returns that payroll must submit to HMRC are already electronic, including P14s, there is no reason why P60s should not be issued in the same way. A lot of employers already use online facilities for things such as e-payslips, so expanding this to P60s makes a lot of sense.”

Some of the benefits of permitting electronic P60s as highlighted by respondents to the survey include –

  • Considerable time would be saved in printing and posting out P60s to employees
  • Electronic format would ensure employees receive their P60s by the required deadline
  • Time would be saved providing employees with duplicate copies
  • Employers would save on costs associated with printing on paper
  • Considerable improvements would be seen in security as hard copies of P60s leave employees open to identity fraud

The role of the IPP Policy and Research team is to lobby on behalf of the IPP membership to ease legislative and administrative burdens, whilst at the same time raise awareness of the role that the payroll and pensions professions play in the business arena.
