The Low Pay Commission (LPC) is required to make recommendations for increases to the National Minimum Wage (NMW) rates for October 2009, and provisional recommendations for October 2010. In a detailed document issued to the LPC, the Department for Business, Enterprise and Regulatory Reform (BERR) describes the various measures that have been introduced recently that may impact on the LPC’s deliberations.

The document provides information about the scale of HMRC’s enforcement activity over the past year, the recent update to the detailed guide to the NMW, the changes to NMW rules included in the Employment Act 2008 and the background behind those changes, and a variety of other issues.
