PAYE Online for Employers - Employer notices and reminders

In an article in the December 2009 issue of Notes for Payroll Software Developers, HMRC announced that, when employers register to use the PAYE Online for Employers service, they will automatically be given online access to their PAYE notices and reminders, such as tax code notices and student loan notices. If they wish to receive such notices in paper form, they will have to opt out of receiving them online.
To avoid having to check regularly for new notices from HMRC, employers can receive an email alert if they advise HMRC of their current email address. HMRC recommends that any employers who have not yet provided an email address should do so immediately. This is particularly important as the new tax year approaches and many new coding notices will be issued.
The options available to employers for viewing HMRC notices and reminders online are:
using facilities provided within some computerised payroll systems for downloading notices
using the Data Provisioning Service (DPS) viewer by logging on to HMRC’s “PAYE for Employers” web pages, entering their user ID and password, and selecting the appropriate option from the “Notice summary” section
downloading HMRC’s PAYE Desktop Viewer (PDV) from www.hmrc.gov.uk/paye/tools/pdv and installing it on a local PC to obtain direct online access to notices.
Although DPS is practical to use for small employers, it is cumbersome and limited in the support it provides for large employers, agents and bureaux who receive large volumes of codes and notices. In response to feedback from these large users and after running trials with a number of employers, HMRC made the PAYE Desktop Viewer (PDV) available from 5 October 2009.
PDV gives users a summary of the codes and notices, shows them which are un-actioned and allows them to be marked as actioned. It can also be used to search by individual, employer, date, notice type, NINO or works number. Users may be designated as “administrators”, who can connect to HMRC and download new codes and notices, or as “sub-administrators”, who can only work on codes and notices sent to them by administrators.
