In June 2008, the Scottish Government published a consultation document that sought views on whether it is still appropriate for Scottish Agricultural Wages Board (SAWB) to set minimum rates of pay and other conditions for agricultural workers in Scotland.

Decisions taken by the SAWB affect 25,480 workers. About a half of these workers are employed full-time, the other half being part-time or seasonal workers. According to Scottish Government surveys of wage rates, some 87% of agricultural workers are paid above the agricultural minimum rate.

On 3 September, the Scottish Government confirmed that the SAWB will be retained, following the announcement a week ago of a new apprenticeship rate for young workers participating in a new Level II Apprenticeship for agriculture, and in order to ensure that vulnerable workers are protected.
