Scotland: Local Income Tax - Plans to replace council tax scrapped

During 2008, the Scottish government consulted on its proposal to introduce a local income tax to replace the council tax. The proposal was for a 3% tax that would be collected alongside PAYE income tax and used to finance local councils in Scotland.

However, during a debate on council tax in the Scottish Parliament on 11 February, John Swinney, the Secretary for Finance, announced that, as a result of the cuts by the UK government to Scotland’s budget and the current voting power of the opposition parties, the Cabinet had decided not to introduce the legislation until after the 2011 elections.
