Scottish Earnings Arrestments - Calculation changes from 6 April 2009

Following representations from the Institute of Payroll Professionals (IPP), the Business Application Software Developers Association (BASDA) and the British Computer Society (BSC), the Scottish Parliament has decided to delay changes to the rules for calculating Scottish arrestments from 6 April 2009.

Sharon Bell, Head of Policy Development Branch at Accountant in Bankruptcy, issued the following statement:

I can confirm that the regulation will be not now come into force.

Due to the feedback from software developers we are aware of the implications these regulations have on you and your clients. Rather that try to make a fix at this late stage Ministers have decided to revoke the regulations allowing us to speak directly to you about future changes.

I aim to hold a meeting at a central location, still to be agreed, with a stakeholder group of developers and other interested bodies to discuss our regulations further.

We still wish to modernise these regulations and would suggest that any work that you have already commenced will not be wasted. Please shelf for the time being.

I apologise for this misunderstanding and assure you that I do not want to introduce legislation in Scotland that will not work in practical terms for employers.
