I am posting this on behalf of one of our readers. Any help, suggestions, comments are much appreciated:

I started this job on 7/25. Mid month pay period is supposed to pay me the stipend (15th). I am to receive pay on the 1st and 15th of each month, as a salaried employee.
My first payroll check was pay for the first 6 days worked. I didn't recieve the stipend on 8/15. I have yet to receive it, though my immediate manager says it's in the works.
Should I have been given a full check on 8/1 and what can I expect of the compensation for the back pay from 8/15?

Hopefully you have received your outstanding payment by now.
If you and your employer have entered into a contract that requires certain payments to made a certain times, then those payments should be made at the right time. The question is, what can you do if the payment is not made at all, or if it is made late?
If the payment that has not been made means that you have been paid less than what you are entitled to be paid by law under the Fair Labor Standards Act (FLSA), you can approach the Department of Labor for help - http://www.dol.gov/dol/topic/wages/backpay.htm - and there are other options if the FLSA does not apply.
In addition, your State's labor laws may provide additional help. You will need to contact your State's labour department or look at their website.
