The US payroll calculation is not my area of expertise, and I hope that some US visitors may be able to give you more information. I understand the priorities to be:
1: federal tax withholding - % of taxable pay
2: state tax withholding - as state rules
3: social security tax - % of taxable pay
4: medicare tax - % of taxable pay
5: any local tax
