I have received the following enquiry from Dave, a correspondent. Any comments please?

I am a CIS4 card holder and work for various electrical contractors, labour and hand tools only. I have been told that the holiday pay laws have changed now and we are to get holiday pay, but when I ask I get no positive answer. I have seen adds in the daily papers for companies offering to get holiday pay for a fee? Can I get it back another way as some contracts can be 6/10 months with the same company?
