The Inland Revenue, over the last year or so, have tightened up on their Data Protection policy, this has resulted in them being more choosy in who they will talk to with regard to a 'clients' affairs. Not all clients want to sign a 64-8 and give carte blanch to 'effectively' a complete stranger. Should there be an intermediate 64-8 that gives a third party authority to request information and a limited authority to instruct the Revenue on behalf of a client.

Dear Jeepers,

This is not an area that I know much about, but I have just read the Revenue article about the use of the 64-8 form at http://www.inlandrevenue.gov.uk/workingtogether/publications/wt_2a.htm

I'm not sure that I understand all the issues here. If a client wants, and contracts with, a bureau to handle his tax/payroll affairs, why would he worry about the bureau speaking to the Revenue within the terms of the 64-8 authorisation? Doesn't the 64-8 provide sufficient protection for the client?

And what would be the advantage of an intermediate authorisation? What matters would be authorised for discussion, and what would not be authorised? Question

64 - 8 provide the protection to the client in various way. Because mostly client have one accountant but few clients have more then one company then they involve more then one accountant to handel their operations.

Like one is handeling all the VAT matter anothr one is handeling Payroll and third one is handeling Accounts and fourth one is handeling Self assesment. In this case each accountant has to send the 64-8 separately to HMRC to act on behlaf of his client. So if someone is not authorised then they cant access the detail regarding that so client have the privacy in his accounting matters. Which means one person doesnt know all his account related issues and if they find another good accountants then they can easily move to them.

Now a days HMRC is not excepting 64 - 8 by fax even they ask to send via post or by hand to pass them.

Main aim of HMRC for authorisation is to prevent the fraudulent activity and stop the miss use of some one private data.
