Some organisations are starting to use these cards for staff that can't get a normal bank account.
It does not have to be a prepaid payroll card - any reloadable prepaid card is generally capable of accepting wages payments.
The identification documentation required is usually less than the Banks expect and therefore avoids the problem of proof of address, etc... No credit checks - anyone can get one of these cards.
For employers it is exactly like paying into a bank account with the transaction reference field being used to identify the customer. Easier and less risk than drawing cash.
For employees it is less costly than cheque cashing, less risk than cash and they can also now improve the employee credit rating on Experian.
